Report on an area of land applied for by the Military Authori-
ties for the Proposed Test Point Battery.
The land aalbed for, is boualel on the
North by the road from the Oity to Pokfulam and Aberiaan, toe a
distance of 1,400 feet or over 1/4 of a mile and lies actually
within the City of Victoria, as defined by Ordinance. The lower
part of it is about 300 feet above sea level and it runs up to
300' or
nore. Densely crowded parts of the City lie between it
and the harbour including the improving district of Kennedy
Town. It contains an area goocoxinabaly of 233,359 square feet
of which 37,751 square feet has been a Military Reserve, the
balance of 199,038 square feet being unreservel Colonial pro-
berty. The ground is rough and steep, but not so, than much of
the building areas on the Northern slopes of Victoria Paak.
This laal is so readily accessible to the

Oity, being within 1/4 of a mile of Queen's Road and 1 miles
of the Post Office or centre of the Jity, and bounded by a first
class road fɔe 1/4 of a mile, it is not unreasonable to suppo33
that before long it would (if it remained Colonial oroperty)
be sought after for building sites, especially in view of the
scarcity of houses and enormous rents now ruliaş,
Building sites at about the same level,
bat nearer the centre of the Jity, are now valued at fully 35
cents a foot, and this has been paid at public auction. Mach higher uo the hill side, on Barker Road 13 cents a foot is pail, though the cost of building bouses at this level of 900 to 1,000 feet, would be double that of builting on the site selected for
the West Point Battery."
